WHEREAS, our community, region and nation remain in the grips in an unprecedented opiate abuse epidemic; and

WHEREAS, this epidemic now claims more lives than car accidents nationwide, with more than 50,000 deaths reported throughout the country in 2015; and

WHEREAS, the City of Quincy created the Mayor’s Substance Abuse Task Force in 2008 to address this issue; and

WHEREAS, the work of the Task Force has been viewed as a national model, including the recommendation that the Quincy Police Department become the first department in the nation to be fully equipped with anti-overdose medication; and

WHEREAS, a number of other new prevention, treatment and enforcement measures have been implemented with the assistance of the Task Force; and

WHEREAS, despite this work, substance abuse continues to affect families throughout our City;

THEREFORE LET IT BE RESOLVED, the Quincy City Council, hold a series of hearings with members of the Substance Abuse Task Force, the Quincy Police Department, the Quincy Fire Department, and Brewster Ambulance on various issues related to substance abuse to help educate the public, discuss further ideas to stem this epidemic, and recommend additional resources as necessary to end this plague on our community.
